Are you an experienced researcher with expertise in gender data, policy impact assessment, and gender-focused data analysis? Equal Measures 2030 (EM2030) invites qualified individuals or teams to apply for a remote research opportunity to conduct a global survey on policymaker engagement with the SDG Gender Index and other gender data tools. With a total project budget of USD 18,000, this initiative aims to shape EM2030’s 2025-2030 strategic plan. Applications must be submitted by April 10, 2025.

Background & Job Description

Equal Measures 2030 (EM2030) is a global coalition committed to advancing gender equality by bridging the gap between data and advocacy. To enhance its 2025-2030 strategic plan, EM2030 seeks to understand how policymakers and policy influencers engage with gender data tools, including the SDG Gender Index.

This project involves surveying policymakers and influencers at global, regional, and country levels to evaluate their awareness, usage, and the overall impact of gender data on decision-making. Findings from the study will inform gender equality research and EM2030’s strategic outreach efforts, identifying opportunities to improve data accessibility and advocacy impact.

Key Tasks & Responsibilities

The selected researcher(s) will:

Project Inception & Design

  • Collaborate with the EM2030 Secretariat to finalize project objectives and methodology.

  • Develop a detailed inception report outlining research tools and methodology.

  • Finalize a target list of policymakers and policy influencers through stakeholder consultations.

Survey Development & Data Collection

  • Design a survey instrument that combines standardized and open-ended questions.

  • Deploy a multilingual data collection platform to ensure broad participation.

  • Circulate the survey effectively to achieve a representative sample.

  • Conduct 8-12 follow-up key informant interviews for deeper insights.

Data Analysis & Reporting

  • Clean and manage survey data to ensure accuracy.

  • Analyze responses to assess:

    • Engagement levels with the SDG Gender Index.

    • Impact of gender data on policymaking.

    • Barriers and opportunities for the utilization of gender-focused data.

  • Compile findings into a draft summary and final report, including strategic recommendations.

Qualifications & Requirements

Ideal candidates should demonstrate:

  • Proven experience in survey design, quantitative and qualitative research, and gender equality research.

  • Expertise in policy impact assessments, gender data, and gender advocacy.

  • A strong professional background in global development organizations, NGOs, or policy institutions.

  • Excellent skills in stakeholder engagement, writing, synthesis, and strategic thinking.

  • Comfort working across diverse regions, languages, and time zones.

The selected researcher(s) will report to Julisa Tambunan, Deputy Executive Director & Head of Partnerships and Learning. They will also work closely with:

  • Strategic Planning Team

Compensation & Application Process

  • Budget: USD 18,000 (total project budget for individuals or teams).
